Not really, although the price of land is falling like a rock. I'm not really sure on that but you can get houses for a dollar in Detroit if you agree to fix them up. Or $1000 for a decent one.

Reality Check
The state of Michigan can register these deaths and complete necessary paperwork for legal burial. They can proceed with burial, but by law cannot cremate any unclaimed persons.
The city can declare a state of emergency or just approve a temporary bylaw to not charge for potters graves in a city owned cemetery. The staff there are paid a salary whether they bury 20 or 30 a day.
Open 70 plots side by side and bury them. Actual cost of this would be around $3000 for an excavator to dig and fill in (guessing it would take 8 hours to dig and 7 to fill in at $200/hr) plus costs incurred in transporting the decedents to their place of rest.
This may sound uncaring, but when facing a crisis like this, we must still care for our dead and provide dignity to those who are being left in an unacceptable state of rest. I am sure that many ministers would volunteer their time to ensure all receive their last rites or blessings. This needs to be done as we can imagine that in another 3 months, when funding becomes available to bury some of the unclaimed, there may hundreds more waiting.
