Looks like a 72 to Me.

It's a 72. The 72 had a turn signal between headlights, 71 had them in bumper. The cement is to weight the bodies down so they don't float to the top.

Strangely not that bad of a car it looks like - I'd be interested in seeing how bad the rust is, but a big body Caddy with factory air and radio for 1250?
