Seller is telling me that in NYS I can get the car reg and plated with out a title. Only with the VIN number is this correct? Any info would be awesome. My buddy said if I bring in a copy of the vin then I would be fine. because pre 72 its just the reg that is transferable. Thank you for your time. Sorry if it is a stupid question. Thanks again.
