Front turn signal not working but parking light is

I have a 1985 lincoln town car hearse. I changed bulbs in the front turn signal because it wasn't flashing. the parking light would come on though but wouldn't flash the turn signal, but the tail light flashes fine. well its doing the same thing with the new bulb. anyone have any sugjestions for me ?
