    Howdy Chris,
I'm pretty knew to the Cadillac thing but have been running Rochester 4V QJets for over 25 years, they are good carbs.
A quick search pulls up Model 701930
(Rochester 4V) for a 390 in that year and NAPA seems to verify that (although their search engine sucks).

Since your rig came without a carb it's safe to assume it's not running.
First thing I would do is get a good TSM for your year/make and do some reading.
The TSM will contain the part numbers and spec's you need to look for.

A couple of thoughts just from experience:
A Carter AFB in good condition is fine, they do however get problematic with age.
Just about any carb you buy on Ebay will need to be rebuilt, even remanufactured ones are questionable as to what components were too worn but reused.
I prefer to by carbs local so I can visually inspect them first, it tends to save a lot of headaches.

Can you grab the fan and turn the engine with your hands? I would remove each spark plug, try and peer into the engine soak the pistons with a penetrating oil. Also maybe remove the intake manifold and make sure nothing is inside, like rats or leaves.

my '62 has the Carter AFB ......... GM used the hell out of them in the early 60's ......... a real quick way to tell is to look at the holes in the intake where the carb sits ......... are all four the same size or are the rear two bigger .......... the Roch is a spread bore carb and the rear holes will be signifigantly larger than the fronts.............. the AFB is a square bore and the holes will be the same size. ............ if it has the AFB intake a performer series Edelbrock carb will bolt right on

Actually, Rochester made square bore carbs too - a whole lot of 'em.

my '57 and '59 had Rochester 4GC carbs on them. If this is what you decide to put on it, I have the rebuild manual in PDF if you want.

ok i was given a Rochester quad, and i bought a adapter for it but im having problems. now bare with me because im not good with engines, body work yes, engines no, lol.
they had sheet metal over the holes along with duck tape holding it on, also the fan spins freely so i hope thats all good inside, now i went to try and mount this carb i got, but im having problems, first let me post 3 pics

ok as in pic one there that black thing the carb sits on am i supposed to remove that when i add the adapter? if not then the screws that come with the kit wont reach where they need to screw in, will this carb even work for this engine?

and last question is there any online refreances as to what hooks up to what?

any and all help is highly thankful
