I have no idea really, never even looked inside a 59, but it must be down there near the pedal somewhere.
On my 69 there is a little lever just above the pedal.

I know my 59 the parking brake is automatic release. It releases the brake when the gear leaver is moved. My 59 a passenger car, not a hearse, but i cant imagine itd be different. Have you tried putting it in drive?

Not that I know of. 59 is automatic release. I'm sure there's a way to manually release it tho. You may have to do some digging too see what exactly in the column releases the brake with the shift lever. The mechanism to do so may have failed.

I set the emergency brake on a 71 I had once and forgot the pull release had a broken cable. I got down on floor board and with a screwdriver and found the arm holding the brake set. You may have to do some spelunking.

Problem is there really aren't that many people here with 59's, so you may have to wait till one logs in.
Until then get up under the dash near the pedal and try to figure it out, can't be that hard.

There's always a way. Trace every linkage going to that pedal. It has to be connected to something.
